Regional Settings pop up can not save tax yes/no

ver 2.5.1 I have a problem saving the "Display Prices Including Tax" 
some debuging i did looks that  saving the selection "Yes" or "No" works but can not show it after refresh..also cookies work fine

any help here?

Hi, the setting saves fine, but the reinserted value for the toggle was not recognized when a boolean value (true rather than 1).

This fixes it:
